Senior salaries
Details of salaries paid to members of Transport for Greater Manchester's Executive Group are disclosed below. Unless indicated otherwise, the disclosure is based on data as at October 2010. The data is freely re-usable under the Open Government Licence.
David Leather (Chief Executive) and Bob Morris (interim Chief Operating Officer) are not paid a salary by Transport for Greater Manchester. The two roles are currently filled on a contract arrangement with Ernst and Young (David Leather) and Parsons Brinckerhoff (Bob Morris) and Mr Leather and Mr Morris are remunerated by their respective organisations.
The disclosure of all financial transactions over £500 covers payments made to any supplier, including Ernst and Young and Parsons Brinckerhoff.
The payments made to both organisations are not solely for the services of a Chief Executive and an interim Chief Operating Officer. These payments represent significant discounts against normal commercial terms.
The payment to Ernst and Young for the services of Mr Leather is equivalent to an annual salary of £199,936. The role was previously advertised at a salary of £200,000. This is the salary the organisation would have paid if the role had been filled permanently. For the avoidance of doubt; in addition to the salary, payments for employers' national insurance and pension contributions, totalling approximately 26 per cent of salary, would also be payable. The fee paid to Ernst and Young by TfGM includes these costs.
The payment to Parsons Brinckerhoff for the services of Mr Morris is equivalent to an annual salary, of £189,552. This is the salary the organisation would have paid if the role had been filled permanently. For the avoidance of doubt; in addition to the salary, payments for employers' national insurance and pension contributions, totalling approximately 26 per cent of salary, would also be payable. The fee paid to Parsons Brinckerhoff by TfGM includes these costs. The Chief Operating Officer role is an interim appointment and is required predominantly to provide additional assurance over the £1.5 billion capital expenditure programme.
